The Environmental Management Bureau (EMB) Central Office, through its Manila Bay Office, in collaboration with the EMB National Capital Region, successfully launched its Capacity-Building Workshop series for Local Government Units (LGUs) on the Conduct of Water Quality Monitoring using specialized equipment. The inaugural workshop took place from May 8 to 9, 2025, at Hotel H20 Manila within the Manila Ocean Park.

This initiative directly supports Administrative Order (AO) No. 16, s. 2019, the Manila Bay Rehabilitation Program, by cultivating a stronger partnership between the EMB and LGUs. By equipping local government units with the necessary technical expertise, the EMB aims to enhance their active participation in the Bay’s rehabilitation efforts. This strategic approach broadens the EMB’s reach and strengthens local capacities in the crucial areas of water quality management and monitoring.

“The capacity to generate and accurately interpret water quality data is fundamental to making informed decisions, implementing effective pollution control measures, and ensuring the long-term success of our rehabilitation efforts,” emphasized Engr. Divina C. Camarao, In-Charge of the EMB NCR’s Office of the Regional Director and Concurrent Clearance and Permitting Division Chief. She likewise underscored the indispensable role of LGUs in restoring Manila Bay’s health.

Aside from the salient features of AO No 16, s. 2019, participants engaged in discussions on key aspects of the Clean Water Act of 2004 (RA 9275) and the Operational Plan for the Manila Bay Coastal Strategy (OPCMBCS), building a strong foundational knowledge. This was followed by detailed instruction on proper water sampling and handling techniques, as well as the practical application of water quality monitoring equipment.

A significant component of the workshop was the hands-on training, allowing City and Municipal Environment and Natural Resources Officers to gain practical experience in applying correct sampling methods and operating a water checker system.

This initial workshop represents the first step in a comprehensive series designed for LGUs across the entire Manila Bay Region, encompassing the National Capital Region, Central Luzon, and CALABARZON.

By empowering Provincial, City, and Municipal Environment and Natural Resources Officers, as well as relevant local institutions, with essential tools and practical training, the EMB is fostering a future where evidence-based water quality monitoring becomes a cornerstone of sustainable environmental management in the pursuit of a revitalized Manila Bay.
